Propaganda is often dispersed over a wide variety of media in order to create a chosen influence upon the public, making sure it will be imprinted into the minds of the public. Governments would usually take the current situation, and try and manipulate them in a way that would make the opposition seem at wrong. They would also sometimes hide information from the public from the country or the world.
